Becoming a Magnox Supplier
The following section details how a contractor can find out about Magnox Limited’s requirements and then how they can best position themselves to work with us in delivering for the NDA.
Magnox Limited does not maintain an approved supplier list. We are committed to widely competing our requirements wherever possible. It is important that contractors clearly understand the process by which Magnox Limited carries out assessments. Magnox Limited’s tendering process means the suppliers are assessed at two stages, firstly at pre-qualification and then at the tendering stage itself.
Like all public sector contracting entities Magnox Limited is subject to European Law and the Treaty of Rome’s principles of non-discrimination, equal treatment and transparency. The particular legislation that governs Magnox Limited’s procurement activity is the EU Utilities Directive.
EU Procurement Regulations
All procurement in the public sector is subject to the Treaty of Rome principles of non-discrimination, equal treatment and transparency. The particular legislation that governs Magnox Limited’s procurement activity is the EU Utilities Directive. This Directive requires contracting authorities such as Magnox Limited to provide details of procurements in a prescribed format, which are then published in the Official Journal of the European Union (OJEU). In accordance with European legislation, procurements with an estimated value above certain thresholds must be advertised in the OJEU.
Advertisements above the thresholds must appear in the OJEU before being repeated in any other publication. Expressions of interest must be received as instructed in the advertisement.
OJEU advertisements are published daily in Tenders Electronic Daily (TED), the on-line version of the Supplement S to the OJEU containing calls for tenders, contract awards and pre-information notices. TED can be accessed at http://ted.publications.eu.int.

- MEN’s indicative notices, advertisements and award notices will then be listed (most recent published at the top of the list).
Achilles Utilities Vendor Database
Magnox Limited subscribes to an EU approved supplier database run by Achilles. Using this database to pre-qualify suppliers means that Magnox Limited are compliant with EU procurement legislation without necessarily advertising all requirements above the EU thresholds in the OJEU.
Magnox subscribes to Achilles Verify to assess the health, safety, environment and quality capabilities of its supply chain as part of qualification. Achilles makes a standard assessment of the management systems and site performance of suppliers who are registered on Verify to generate detailed reports of their capabilities in these areas. Verify has various categories of registration tailored to the requirements of different types of organisations supplying utility organisations.

Prequalification
Magnox Limited will often pre-qualify suppliers before sending out Invitations to Tender. This is carried out for all jobs above the European Thresholds either via Notices published in OJEU or through Achilles. Additionally we carry out pre-qualifications for other requirements where it is appropriate. The purpose of this pre-qualification is to enable us to select suppliers to send Invitation to Tenders who are capable of carrying out the specific works or services.
When being asked to pre-qualify we will require a certain level of information from you. Magnox Limited employs a standard set of questions that ask about a supplier's:
Relevant experience in similar work;
Size, capabilities and number of employees;
Health, Safety and Environmental Policies and statistics;
Past performance on similar contracts;
Quality management system;
Financial position (e.g. copies of audited accounts).
Suppliers must be clear in their responses so that we can assess all suppliers fairly. Unclear or ambiguous information will be marked down.
Previous nuclear experience is not necessary for all potential contracts with Magnox Limited. For example, the demolition of an office block does not require nuclear experience. However, the procedures for working within the licensed site are applicable and experience in this area is of some benefit.
Magnox Limited will endeavour not to ask suppliers for the same pre-qualification information more than once, nor ask additional questions. Suppliers who have previously submitted pre-qualification information will be allowed to verify previous submissions. Assessing Tenders
Magnox Limited issue Invitations to Tender which contain detailed guidance on what is expected of the tendering supplier. The Invitations to Tender also will contain the criteria we will use for assessing tenders and awarding contracts. As with pre-qualification, suppliers should ensure they carefully read and understand the extent of the information required.
Magnox Limited will ensure that all companies selected to tender receive the same information on which to make their bid.
Use of Weighting
Magnox Limited uses weighting for our pre-qualification and assessment criteria. This means that the most important criteria are given precedence when we carry out our assessments. Where possible we will inform you of what the weightings are so that you know what matters most to us.
